The questions abound

So,
If you were sitting in your house, relaxing, the hour is moving towards 10 pm and you happen to live in a "transitional" neighborhood, such as mine where you hear loud noises on a very consistent basis and on this particular night you hear some pretty nasty sounds coming out of nowhere, but near....what would you guess it to be?
Usually, it's gun shots, this time of year, perhaps fireworks, that's the fun part trying to distinguish between the two. Added to those noises you hear unsupervised children screaming and carrying on, fighting in the street and throwing shit around. There is also the regular drone every few hours of sirens and tires screeching.
You get used to just about anything, I suppose.
Which might explain why my partner and I sat there and kind of muttered "wtf" when we heard this scraping, screeching metallic noise last night. This sound was promptly followed by my neighbor yelling up to our back window that our car had just been hit.
I ran downstairs and found a very large Chevy van attached to the front of our Volvo. Our car had been parked in front of our house but was now close to 30 feet down the street. I recognized the van as the one belonging to one of our neighbors. Said neighbor was fleeing into his apartment as I came out. My other neighbors informed me that he was trying to park and hit our car, got stuck to it, dragged it down the street and then jumped out, grabbed his beer and ran home.
I called the cops and once they arrived we explained it and they went over to his apartment. He had escaped through back door! Drunk!
I don't really understand why he ran, everyone saw him, we know who he is. He had insurance, we think, we're still waiting to hear back from them.
We lament the fact that the car wasn't totalled, as far as we can tell. Now it's just more of a pain in the ass to deal with.
All I can say is that guy is fucking lucky that it wasn't my Mazda he hit. I would have displayed a lot more violence when I saw him fleeing.
I took pictures but they don't quite do justice to the distance that he drug the car.
And he hasn't even come over to apologize. I don't even get the closure, yet, of telling him what a dumb fuck he is.
Maybe I'll get some pictures up a little later.

And, and I know I bitch about my neighborhood a lot, and you're probably saying to yourself about now, "why the hell does she live there?"
That's a good question.


**Update**
That stupid, motherfucker, cocksucking rat bastard doesn't have current insurance. This is all going to come out of our pocket. I will make his life a living hell as long as he lives across the street from me. What bullshit, now I am really pissed off.

damn!!! glad my folks have a garage over there in your hood. I wouldn't expect an apology....kind of hard to apologize for hitting your car and continuing to dragging it. scary to think that mf was even on the road.... get the moola and buy another volvo!

I really liked my parents house while there, but it never felt completely safe. I was glad they had/have some vicious dogs.

St. Louis, and Kansas City for that matter, have never felt as safe to me as other places I've lived. There is always that edge, where feel like someone is just going to fuck with you.

WOW, Happy Independence Day! (Saturated with sarcasm, of course)

I am still undergoing a lot of culture shock. Sparse apologies being something I have been struck by intensely.

My husband's father was riding his scooter and was struck by a car. The driver, and one at fault, was required to pay all damages regardless of insurance. Luckily, he had insurance. If he hadn't, the government would have garnished his wasges to pay.

Not only that, but he voluntarily apologized with hospital visits, gifts, dinners, and welcoming my father-in-law into his home. They became unlikely friends.

This type of apology is standard procedure in Japan. If you really mess up, the victim could refuse to see you and accept your apology. The apology is pretty standard, even where guilt is not entirely clear.

How cowardly for your neighbor to run and hide! Sounds like his life is pretty crappy as it is.

Any plans on relocating?

We started looking at houses in Seattle this weekend. However, we can't just pick up and leave, it's going to be a year or two. Which is ample time to get a good plan moving and sell this house. On an intellectual level I keep trying to tell myself that everything shitty that this loser has done will come back to him, but for now it's really hard to see him not having to take responsibility. The part that pisses me off the most is that we are paying a monthly payment on this car and can't even drive it and will have to pay our deductible to get it fixed. Will they ever collect from him? I don't know, I hope so, I'd like him to pay in skin and bone. I need to find a good place where I don't feel so violently angry at people.

do you have a gap coverage on the car? if so, the rest of the loan is paid for you if the car is not drivable and damaged.

Seattle is awesome but MUCH more expensive than St. Louis housingwise. If we could we would move there or Portland, but one is close to my mother...so that is not happening and honestly, I think we are here until our kids graduate.....saving $ to retire at Cannon Beach

We do have GAP, I'm not sure if the car is totalled. We have to pay our 500 deductible to find that out, they'll probably not total it, it's not quite that bad.. I think, althought when I backed it up for the tow truck all the lights came on, on the dashboard and it jerkily backed up. I wonder why, maybe that it was drug, in park, 20-30 feet? hmmm.
I'm trying to find some kind of fucking zen state of mind because I'm turning into a REALLY bitter person this year. I don't want to be that person, the one that hates people and wants to hurt them and is never smiling. I don't want to be that way, I also want to spite the universe that is setting up this challenge for me.

Holy shit, I can't believe it..... reminds me of the cracked out bastard that ran into me last month. I finally did find out that he did have insurance, and they did pay me with a check, but if he hadn't, I would have taken him to small claims court. It is illigal for someone to not have insurance, and for someone to hit your car, why should he not pay either way?????? He needs to fucking pay you for the damages, regardless of wheather he has it or not. Damn it, I hope it works out. Don't let him get off with not paying for what he did. I don't mean beat him up like you want to, I mean make him pay you with the law.
